
We are thrilled to announce that Rachel Livingston, our Chief Program Officer, has been appointed to the National College Attainment Network’s (NCAN) 2025 Advisory Task Force. This appointment marks an exciting opportunity for Rachel to bring her extensive experience and deep commitment to student success to a national platform, where she will continue advocating for Fulfillment Fund students from under-resourced backgrounds.
For those unfamiliar with NCAN, it is a leading national organization dedicated to helping students access and succeed in college. NCAN plays a critical role in advocating for policies that support college access, persistence, and completion, particularly for students who face barriers to higher education. As an organization that shares Fulfillment Fund’s mission, NCAN serves as a vital voice in the national conversation around college success.
Rachel’s appointment to the Advisory Task Force is a natural extension of her leadership at Fulfillment Fund, where she has been pivotal in supporting students navigate the complex journey of higher education. Fulfillment Fund has long been a member of NCAN, and Rachel’s new role strengthens this ongoing commitment.
With her boots-on-the-ground experience, Rachel brings invaluable insight into the challenges faced by students, particularly those in California. In this role, she will not only contribute to shaping national policy but also enhance Fulfillment Fund’s connections with other organizations and leaders dedicated to college success. Her voice will ensure that the experiences of Fulfillment Fund students are heard and that emerging trends and best practices are shared at the national level.

As one of only two representatives from California on the Task Force, Rachel will join 24 other leaders from across the country, each bringing their unique expertise and perspectives on college success. The Task Force meets monthly to discuss critical issues, share strategies, and collaborate on improving the national landscape for college access and persistence.
In addition to providing valuable input on a variety of issues, Rachel is eager to advocate for Fulfillment Fund on a larger stage. By joining NCAN’s Advisory Task Force, she will help raise awareness about the unique needs of students in Los Angeles, one of the largest and most diverse cities in the country. Rachel’s work with NCAN will ensure that our students’ voices are heard and that Fulfillment Fund continues to stay aligned with national best practices in student support services.
Rachel’s goals as a member of the Advisory Task Force include amplifying student voices, advocating for better policies and resources, and working closely with NCAN to ensure that the organization remains a relevant and impactful leader in the field of college success. She is particularly excited about the opportunity to collaborate with peers who are equally dedicated to improving outcomes for students, and to bring the insights and experiences of Fulfillment Fund students to a national level.
